The Department of State will only accept completed Electronic Diversity Visa Entry Forms submitted electronically at www.dvlottery.state.gov during the registration period beginning:
Greencard lottery of the year 2017 (a.k.a. DV 2019 Program):
DV-2019 Program: Online registration for the DV-2019 Program began on Tuesday, October 3, 2017 at 12:00 noon, Eastern Daylight Time (EDT) (GMT-4), and concluded on Tuesday, November 7, 2017 at 12:00 noon, Eastern Standard Time (EST) (GMT-4).
The U.S. Greencard Lotterie is -like every year- free. It is an official government immigration program and the U.S. Department of State supervises the program. The department has set up an official website where all applications have to be submitted. That web site and participation in the lottery is free of charge!
That website allows entering applications ONLY DURING the official application period, see above.

Note: that government website is the ONLY OFFICIAL Application website for the Greencard! Paper entries will not be accepted. Applicants are strongly encouraged not to wait until the last week of the registration period to enter. Heavy demand may result in website delays.
FIRST: Go to the above mentioned official U.S. Government website.
There you'll find three topics:
1. Entry Instructions
2. Photo Validator
3. Entry Form (There you'll find 2 different links: Standard Entry and SSL Entry. Both lead to the official form but the latter offers an encrypted connection. However, the application does not ask for confidential information.)
Read the Instructions: then you will have a very good idea about the requirements and eligibility rules. You'll learn also what information is requested during the application process.
SECOND STEP Then you will need a digital photo for the application. We mentioned the 'Photo Validator' topic on the application website. There's a link (Photo Validator) that leads you to a detailed instruction page with samples plus the validator where you upload your image and it is validated for meeting the photo requirements.
The THIRD STEP is to fill out the online application form which will probably not require more than 30 minutes of your time. The forms does not ask for confidential information but just for you name, birth date and place of birth, highest achieved education, etc.
The application process is straight forward and easy to manage,... and as we mentioned: it is free of charge!
